Sealed Roof Deck
If a storm strips the metal off, the deck is the last thing between the rain and the ceiling. IBHS testing found that every inch of rain landing on a bare deck can let in about nine bathtubs of water through the seams, and that sealing those seams cuts the intrusion by up to 95%. The usual method is a 4-inch strip of self-adhered ASTM D1970 membrane over every deck joint, or that membrane over the whole deck; the 2018 IRC lists both as high-wind underlayment options.

Ring-Shank Nailing and Locked-Down Edges
Wind damage often starts at an edge and peels inward. FORTIFIED answers in two ways. The deck is re-nailed or nailed new with 8d ring-shank nails at closer spacing; IBHS says that change alone can double the uplift a roof deck withstands. Then the eaves and rakes get a wider drip edge so wind can't get a grip under the first course. Attic vents have to be rated to resist wind and wind-driven rain, so a standard ridge vent may need swapping for a tested one.
Wind-Uplift-Rated Metal Assemblies
Metal roofs are tested for wind with UL 580 and then UL 1897. UL 580 sorts assemblies into Class 30, 60 and 90, which hold a maximum static uplift of 45, 75 and 105 pounds per square foot. FORTIFIED wants documentation certifying the assembly's design pressure from both tests, through a state product approval or an evaluation report, and it wants that rating matched to the design pressures at your specific site. The rating covers the panel, clip, fastener and deck together. Change the clip spacing or the deck and the paper may no longer apply.
Class 4 Hail-Rated Panels
UL 2218 drops steel balls on the product: 1.25 inches for Class 1, 1.50 for Class 2, 1.75 for Class 3 and 2.00 inches for Class 4. A metal panel passes if no crack shows on its back after two hits in the same spot, so a Class 4 panel can still dent. Class 4 is required only for FORTIFIED's optional Hail Supplement. The FORTIFIED Roof Designation
A current certificate is generally what an insurer asks for before giving any FORTIFIED discount. Roofers who offer FORTIFIED agree to have the work reviewed and documented by a certified FORTIFIED evaluator, and IBHS then issues a certificate to the property address with its own ID number. It is valid for five years and transfers with the house when you sell.
